Meet Penny, a tiny 16.8-pound sweetheart with the most soulful puppy eyes you’ve ever seen. At a foster estimated two years old (vet estimate coming 3/3), this shy and gentle girl is still learning that the world can be kind. She was found as a stray after someone heartbreakingly tossed her over a 7-foot backyard fence on December 29. Thankfully, she landed in caring hands and is now safe, loved in her new foster home in St Louis while waiting for the calm forever home she truly deserves.

Penny is currently being cared for with support from Seattle Beagle Rescue, and she has already tested negative for heartworm, Lyme disease, and Ehrlichia. She will be receiving her vaccines on 3/3  and on 3/18 she is scheduled for her spay, microchip, and booster vaccines. While there is no known prior vetting history, she is now on track to be fully updated and ready for her next chapter.

This petite girl has a very small build and a tender heart to match. Penny is timid and easily startled by fast movements and loud noises. A busy household with young children isn’t the right fit for her, not because she has shown any aggression, but because the unpredictability and noise truly frighten her. In her original rescuer's home, the activity of a 9-month-old and the sounds of toys and walkers was overwhelming for her sensitive nature. She would flourish in a quieter, more predictable environment where she can feel safe enough to relax.

Despite her shyness, Penny adores affection. She wants to snuggle — you can see it in her big, longing eyes — but she needs a little encouragement to fully give in. Often, her foster has to walk across the room and gently scoop her up. Once in your arms, she melts with gratitude, soaking in every cuddle like she’s been waiting her whole life for that moment.

She does wonderfully with other dogs and has a playful, comical streak that makes her foster family smile daily. Penny carries her food bowl around like it’s a prized possession. If it’s empty and she’s hungry, she’ll bring it to you as if politely placing an order. If there’s food in it and she’d rather not share, she’ll pick it up and attempt to “hide” it somewhere safer. It’s impossible not to laugh at her clever little personality shining through.

Penny is a sensitive, loving soul who simply needs patience, reassurance, and a calm home where she can build confidence at her own pace. In the right environment, this shy girl will blossom into the devoted, snuggly companion she’s clearly meant to be.
